The use of any posted parking facilities (except metered spaces that do not require a special permit and pay lots during regulated hours) requires the purchase and display of an appropriate parking permit. Overnight guests visiting campus residence hall students must purchase a permit from the Office of Parking and Transportation. Visitors arriving after office hours (8:00 a.m. to 5:00 p.m.) must secure a temporary parking permit from the Illinois State University Police Department located in the Nelson Smith Building and comply with the parking allowance stated on the permit.

Parking Permit Cost Reductions
Annual parking permits are pro-rated twice per year. Individuals purchasing their permit after December 31st annually will pay one half of the original price. Individuals purchasing a permit after May 15th will pay one quarter of the original price.
Parking Permit Refunds
Partial refunds are available for permit holders who return their permit before January 1st. The refund will be for one half of the purchase price. Permit refunds are not available after January 1st. Note the University closes for the winter break and permits cannot be returned during that time. Theses closure dates vary from year to year but generally speaking the closure begins on December 24 and ends on January 2 annually. Therefore it is important to return your permit before December 24 if you intend to return it in person. To obtain a refund, bring your permit into our office and fill out the proper paperwork. If you are not able to come to the office, mail your permit to 709 N. Main St., Normal, IL 61790-9250. Permits post-marked before January 1 will be processed for refund. Please provide your full name and mailing address. No refund may be processed without returning the physical permit to our office. Refunds may be credited back to the purchasing credit/debit card or may be mailed. If payroll deduction was used to make the purchase, deductions will terminate according to the payroll deduction/revocation schedule. Refunds are processed through the Comptroller's Office and may take 4-6 weeks to process. There is no refund on temporary permits.
Individuals desiring to change from one permit/lot to another must take into consideration the pro-rated refund process. You will only be refunded 1/2 of your existing permit cost and will pay full cost for the new permit if you initiate the change prior to January 1. After January 1, you will receive no refund on the existing permit and will pay 1/2 of the cost of the new permit.
Termination of Employment
- Individuals who terminate their employment with the University become ineligible for employee parking and must return their employee parking permit to our office. Parking permits assigned to terminated employees will be revoked and if found on campus the vehicle will be subject to citation and immediate tow.
- Retirees must elect the retiree permit (if eligible) and return their employee permit. Retiree employee permits will be revoked and if found on campus the vehicle will be subject to citation and immediate tow.
- Employees on a leave of absence who selected payroll deduction must continue to pay for their permits during their leave. Our office will notify you via your ISU email what is required of you in this circumstance.
Please contact our office if you have questions about this process.
- If, at any time, individuals who elected payroll deduction do not have sufficient payroll to pay for their parking permit, the permit will be revoked. Those individuals must contact our office for payment options. Please contact our office if you have questions about this process.
25 Year Employees
University Faculty and Staff who have earned 25 years of service are eligible for a complimentary Faculty/Staff permit, or may apply the cost of a Faculty/Staff permit toward the purchase of a All Garage Reserved Zone permit, or a Reserved Space permit if they currently have a reserved space. If you are eligible, this option will come up when you sign in to purchase your parking permission. This status is established through Human Resources. Employees who believe they qualify but do not see this option in the purchase portal should contact Human Resources.
Payroll Deduction for Parking Permit Payments
Full time employees, non-tenure track faculty, and graduate assistants employed by the University may participate in payroll deduction for the cost of their permit purchase. Participation in payroll deduction is voluntary. Employees may choose not to participate in payroll deduction and pay for their permit in full at the time of election. Additional information as well as a deduction and revocation schedule can be found at the link above.
If, at any time, individuals who elected payroll deduction do not have sufficient payroll to pay for their parking permit, the permit will be revoked. Those individuals must contact our office for payment options.
